Description of ICOR Service Bus Software

The Integrated Center of Operative Response (ICOR) Service Bus Software is referred to specialized software of hardware-software complex of Integrated Federal Centralized Information System "Safe City" (hereinafter - "Safe City").

ICOR Service Bus Software performs the following functions:

  • Collection, processing and storage of the data from the systems developed in the frames of municipal programs via specially designed communication adapters;
  • Providing a localized maps area and layers of system geographic information on demand of the component of forming Common Database of an Incident (CDB) via the adapter interaction with GIS;
  • Providing secure remote access to ICOR information systems data to specified users;
  • Providing secure remote access to ICOR automated systems data to interested agencies (Ministry of Internal Affairs, Federal Security Agency, Cadastral Chamber etc.) via appropriate adapters of interaction.
  • Common Database of an Incident should provide the following basic functions:
    • Data collecting from information systems connected to ICOR Service Bus Software, incident data;
    • Storage and processing of the data received;
    • Data identifying and reference to a particular incident;
    • Common Database of an Incident formation;

Automated Workstation Software of operative response must provide the following main functions:

  • Displaying information about Common Database of an Incident;
  • Displaying user interface of Dicision Support System (DSS);
  • Enabling manual query for additional information about a particular incident from ICOR information systems;
  • Enabling appointment of a senior duty dispatcher for incident response, CDB transfer to his automated workstation and performance control;
  • Providing consolidated data on incidents by various criteria;
  • Scalability (ability to add new output documents);
  • Automatic generation of established reporting forms (at least in RT, PDF, CSV formats);
  • Dynamic creation of accounting documents based on the current state;
  • Providing data in various output formats (HTML, XML, PDF);
  • Enabling documents request for a given period;
  • Automatic generation of appropriate materials with location reference.

Workstation MIP should provide the following basic functions:

  • Controlling routing and information management (RIM);
  • Displaying current information about the status of RIM and data flows of information systems to-be-conjugated.
  • ICOR Service Bus Software should provide errors and exceptions logging;
  • Common Database of an Incident formation;
  • Provision of information to the information system at the federal level.

"Safe City" operates based on software and technical tools, informational technologies providing data collection, storage, placement and usage aimed at population safety.

Presented functions of ICOR Service Bus Software enable real-time emergency response. The provided information enables fast incident response and enables coherent interaction among participants of accident response and optimal attraction of resources.
