Participation in Development of Regulatory and Methodological Documents

One of the areas of "Enhineering Center GOChS "BASIS" is scientific activity. Our specialists participated in development of the following documents:

  • National Standard GOST R 22.1.12-2005 "Safety in emergencies. A structured system for control and monitoring engineering systems of buildings and facilities. General Requirements. This standard specifies category of facilities to-be- equipped with SMES; basic requirements for SMES* construction; SMES list of functions providing addressing safety problems; order data from SMES to IDCs of city or area; test procedures and acceptance in SMES operation;
  • National Standard GOST R 22.1.13-2013. "Safety in emergencies. Events on civil defense and measures of preventing natural and man-made disasters. A structured system for control and monitoring engineering systems of buildings and facilities. Requirements to the order of creation, operation and maintenance";
  • National Standard GOST R 22.1.14-2013. "Informational complexes of structured monitoring and control of engineering systems of buildings and facilities. Technical requirements. Test methods";
  • Methods of assessing security and life support systems for potentially hazardous objects, buildings and facilities. The technique is certified by the Government Commission on Emergency management and Fire Safety (Minutes 19.12.03g. №9);
  • Methods of assessing and certifying safety of buildings and engineering structures. The technique is certified by the Government Commission on Emergency management and Fire Safety, Minutes of 25.02.2003 №1;
  • Method of monitoring state and condition of load-bearing structures of buildings and facilities. General provisions and requirements. The technique is certified by the Government Commission on Emergency management and Fire Safety, the protocol of 18.03. 2009 №3;
  • Regional standards of urban design. Temporary design regulations for multifunctional high-rise buildings and building complexes in Moscow MGSN 4.19-2005 (app. Resolution of the Government of Moscow on December 28, 2005 N 1058-PP);
  • Draft Federal Law (Technical Regulations) "Requirements for products that protect population and territories from natural and man-made emergencies." Technical Regulations, in particular, to establish obligatory requirements to technical means of emergencies monitoring and forecasting.

In accordance with approved plans of Ministry of Emergencies of Russia to develop technical regulations involving "EC GOChS "BASIS", the following regulations and proposals were developed:

  • New edition of a set of rules (SP 11-107-98) "The order of development and section structure of "The list of civil defense measures and emergency prevention at "construction objects". The new edition will reflect requirements for SMES design;
  • Sets of rules: "Technical requirements for monitoring potentially hazardous facilities", "Monitoring system designing for potentially hazardous facilities"; "Procedure for communication systems of SMES and IDC" that will establish specific SMES requirements;
  • National Standard "Safety in emergencies. Technical means of monitoring emergencies. A structured system for monitoring and control of engineering systems of buildings and facilities. Test methods", which will establish requirements for SMES conformity with norms established in technical regulations.

Specialists of "EC GOChS "BASIS" participated in the following cooperative scientific research works with Ministry of Emergencies of Russia:

  • "Monitoring methodology of the state of load-bearing structures of buildings and facilities. General provisions." (The technique has passed examination of Interagency Coordinating Research Council for Civil Defense and Emergency Protocol of 12 November 2008 №2 (26) and was certified by the Government Commission on Emergency management and Fire Safety, the protocol of March 18, 2009 №3).
  • Creating a test zone of a pilot project of the Unified system of monitoring critical and potentially hazardous objects in Moscow.
