16.06.2026 JSC "Engineering Center GOCS" "BASIS" completed the execution of a complex of works on the creation of SMIS, SMIK, SUKS, the facility "MULTIFUNCTIONAL SPORTS COMPLEX" in the city of Nefteyugansk

JSC "Engineering Center" of GOCS "BASIS" has completed the implementation of a complex of works on the creation of a Structured Monitoring and Management System for Engineering Systems (SMIS) including the Subsystem of Monitoring of Engineering Structures (SMIK), the Subsystem of Communication and Management in Crisis Situations (SUKS) Multifunctional sports complex in the city of Nefteyugansk.
The complex includes the following halls, sites and sectors:
1. Athletics hall with four oval paths for 200 m:
─ sector for long jumps and triple jump,
─ removable sectors for jumping to heights and pushing the core,
─ four 80 m training running tracks,
─ multifunctional sports ground for playing mini-football, basketball, volleyball.
2. Two acrobats halls 21x44 m.
Seating for the audience is provided in the halls:
─ for the athletics room 725 seats;
─ for acrobatic Halls 340 seats.
Volume planning parameters of the building:
1. Total area of the building 12919.0 m2
2. Building area 10130.5 m2
3. Building floor variable 1-3
4. The number of floors in the building is 3 pieces.
5. Construction volume 135460.6 m3
Planned number of visitors - 1065 (including 15 people IPO):
1. Sports acrobatics - stand with 340 seats
2. Athletics - a stand with 725 seats.
3. Judicial and guest lodges, press room for 25 people.
Capacity of two acrobatic rooms ─ 30 people per training (total 60 people). Capacity of athletics classes ─ 30-31 people per training (total 122 people).
The total capacity per training session is 182 people.
On February 15, 2026, the installation of systems was carried out. On June 1, 2026, commissioning work was completed. The monitoring passport of the bearing structures has been formed, and the boundary "sets" have been integrated into the software package. The complex is configured to monitor structures and engineering systems of the object. The Crisis Communication Subsystem (SUKS) provides two-way communication during a call and visualization of subscribers on the 3D model of the ARM object of the SUKS operator.
In accordance with the methodology for monitoring the condition of load-bearing structures of buildings and structures (certified by the Government Commission for Emergency Prevention, Management and Fire Safety protocol dated 18 March 2009 №3) Real-time SMIK allows you to control the change of stress and deformation state of the bearing structures of the object. In case of deviation of the measured indicators from the norm to a more established value (according to the Monitoring Passport), automatic signaling and transmission of this information to the DDS of the object is ensured.
Technical solutions implemented on the basis of the SMIS/SMIK software and technical complex, developed by the "BASES" engineering center/"BASES-INTELLIGENCE" LLC (PTC SMIS/SMIK). The aforementioned complex is the result of several years of joint work between a development organization and the All-Russian Scientific Research Institute for Civil Defense and Emergency Situations of the Russian Ministry of Emergency Situations (FGBV of the National Ministry of Emergency Situations). The SMIS/SMIK PTC complies with the technical requirements of the Russian Emergency Service Ministry, which are required for software and technical complexes of SMS objects associated with day-to-day management bodies of RSCS. Developed on the basis of the CMIS/CMIK PTC, the CMIS complex for the RSCS OPU has been accepted for supply at the Russian Emergency Ministry by Order № 257 of May 5, 2012.
