International Investment Forum "Sochi-2015"

As part of the country's largest investment event "Sochi-2015", held on October, 2nd, 2015, the staff of Engineering Center "BASIS" attended the panel discussion on the topeic "Safe and smart city. How to implement, how to finance?".

A lot of officials took part in the discussion of issues related to the search for new approaches on providing security and models on building secure and "smart city": Mr. Alexander Chupriyan, the Deputy Minister of EMERCOM of Russia, Mrs. Irina Yarovaia, the Chairman of the State Duma of the Federal Assembly of the Russian Federation for Security and Anti-Corruption, Mr. Igor Orlov, the Governor of Arkhangelsk region, Mr. Alexey Ananiev, executive secretary of the Interdepartmental Commission on the issues relating to the implementation and development of hardware and software systems - technical instruments of the "Safe city". The event was also attended by representatives of business community and other executive bodies of Russia.

The discussion was also supported by Director General of JSC "Engineering Center GOChS "BASIS" - Mr. Vladimir Kletsin. He drew attention to the necessity of solving problematic issues and made a number of suggestions on how to address them.

Mr. Vladimir Kletsin offered:

1) To develop criteria and methods of evaluating the return on investment in agro-industrial complex "Safe City". To provide its use by all participants of the investment process. As a result of evaluating the effectiveness of investment projects to clarify the requirements of the AIC "Safe City". Apply in APC "Safe City" only those funds that have been evaluated the compliance.

Adoption of the proposal will set the bar of quality and efficiency of the project "Safe City", set quality control procedure.

2) Step by step creation of agro-industrial complex "Safe city":

- on the first phase - establishment of efficient integration platforms (so-called "core") a;ong with connecting the most ready-to-integrate solutions;

- subsequent gradual integration of the rest urban systems, including the newly created and upgraded ones.

Adoption of the proposal will help create a workable system and ensure its subsequent development in accordance with the accepted concept within the available budget.
