The Importance of IRSEM* was Increased by the Federal Law.

The President signed a bill on amendments to the Federal Law "On protection of population and territories from natural and man-made emergencies."

The changes affected functioning modes of government forces and Unified system of emergency prevention and management, specifying levels of emergency response.
