Project SMIS POO and KVO Primorsky Krai
BASIS, at the official invitation of the Minister of Emergency Situations of the Primorsky Territory, Alexander Vladimirovich Zlatkin, took part in a plenary meeting summing up the activities of the territorial subsystems of the RSChS in the Far Eastern District for 2023 and setting tasks for 2024, which took place on December 4, 2023 in the building of the Government of the Primorsky Territory in the city of Vladivostok .
The chairman of the meeting was the deputy head of the Russian Ministry of Emergency Situations in the Far Eastern Federal District, Viktor Nikolaevich Yatsutsenko, who outlined the main tasks of the department as warning, prevention, liquidation and assistance, development of advanced technologies for monitoring and forecasting emergency situations. Particular attention, Viktor Nikolaevich noted, must be paid to the creation of unified duty dispatch services (UDDS), their development, training of specialists, and updating of equipment that is already available in all municipalities.
Following modern trends in the technological development of the industry, our company presented at the event a project for a Structured System for Monitoring Potentially Hazardous and Critical Facilities (SMIS POO and KVO) of the Primorsky Territory as part of the expositions of the Situation Center of the Government of the Primorsky Territory.
The presented system is designed for automatic real-time monitoring of emergency situations, engineering and technical protection of potentially dangerous and critically important objects in the Primorsky Territory from threats:
- Ministry of Civil Defense and Emergency Situations of the Primorsky Territory;
- EDDS of municipalities;
- Object.
The monitoring results screen of SMIS VET and KVO of Primorsky Krai provides the following information:
- name of the facility, address, telephone numbers of the manager and duty officer;
- performance indicator for pairing the object's SMIS and EDDS:
– workable – not workable - name of the daily management body of the RSChS, telephone numbers of the chief and duty officer;
- emergency occurrence indicator:
– there is no emergency – there is an emergency - emergency threat indicator:
– no threat of emergency – six threats of emergency - indicator of engineering and technical protection of the facility from threats, (in % of the design one):
– 100% security, rated as High
High - 90-100% of anti-terrorism security systems are operational (green rectangle outline)
Medium - 70-90% of anti-terrorism security systems are operational (yellow rectangle outline )
Low – less than 70% of anti-terrorism security systems are operational (red rectangle outline)
The use of technologies presented by our company in the Unified State System for the Prevention and Elimination of Emergency Situations (RSChS) ensures:
– execution:
- Federal legislation on monitoring and prevention of emergencies;
- requirements of existing and introduced SMIS standards;
– effective prevention of accidents and emergencies by executive authorities of the Russian Federation, local government, control and supervision, and facility owners;
– communication and management in crisis situations, during liquidation of consequences of accidents, emergencies.
