Round-table Discussion in National Association of Builders on changes in the order of Ministry of Regional Development of Russia N 624

On March 10, 2011, in National Association of Builders a round-table discussion was held on the topic: "Asterisk "*" in the order of Ministry of Regional Development of Russia N 624. What is more important: security or freedom of enterprise?". Moderator of the round table was President of the National Association of Builders, Mr. Yefim Basin.

The discussion of this issue was attended by representatives of National Association of Builders, Ministry of Regional Development of Russia, Ministry of Emergencies of Russia, self-regulatory organizations and individual experts in the field of construction.

The order of the Ministry of Regional Development of Russia, dated December 30, 2009, N 624, "On approval of list of works on engineering surveys, preparation of project documentation for construction, reconstruction, repair of capital construction affecting security of capital construction", which entered into force more than six months ago, contains asterisks "*" defining the types of jobs requiring a certificate of admission only if implemented on a particularly hazardous, technically complicated and unique objects. However, analysis of the accidents that occurred during construction for the last 5 months showed that about 50% of all construction accidents occur precisely during the metioned types of work. The issue of abolition of "asteriscs" in construction community have raised repeatedly since then.

According to Mr Yefim Basin' speech, in solving problems National Association of Builders "is waiting for assistance from public authorities, but, unfortunately, this assistance is delayed. In the order of Ministry of Regional Development of Russia, N 624, 46 of 284 types of work are marked with asteriscs."

Representatives of self-regulatory organizations were unanimous in the question of asterisks abolition, especially concerning the four most traumatic types of work: "Constructions of buildings and facilities made of natural and artificial stones, including lining"; "Installation of ventilated facades"; "Installation of electrical installations, equipment, automation systems and alarm-systems"; "Starting-up and adjustment of boiler-support equipment."

In conclusion, the round-table iscussion participants agreed to continue to work in this direction and to send the proposal to make corresponding amendmends to the order N 624 to the Ministry of Regional Development.
