Order of Ministry of Regional Development N19403, dated December, 28, 2010, was registered in the Ministry of Justice

On December 28, 2010, Ministry of Justice of the Russian Federation registered an order N 19403 of the Ministry of Regional Development of the Russian Federation, dated October 25, 2010 N 461, that approved Administrative Regulations of the Ministry of Regional Development of the Russian Federation on the state function of control and supervision of completeness and quality of implementation by public authorities of Subjects of the Russian Federation, referred to them in accordance with "Town Planning Code of the Russian Federation" powers in the field of public examination of projects of territorial planning documents, project documentation and engineering survey results, as well as supervision of executing normative legal acts adopted by state authorities of the Russian Federation concerning issues referred to them, in accordance with Town Planning Code of the Russian Federation powers in the field of public examination of projects, territorial planning documents, project documentation and engineering survey results.

Administrative Regulation determines timing and sequence of activities (administrative procedures) of the Ministry of Regional Development, the order of interaction between Ministry of Regional Development of the Russian Federation authorized by executive authorities of the Russian Federation in the field of examination of land use planning documents, project documentation and engineering survey results.

Control and supervisory activities should be carried out within the following terms:

• Scheduled and unscheduled inspections of authorized bodies by the organization and (or) state examination - no more than one month;
• Analysis of submitted reports on the execution of delegated powers, as well as achieving targets of the target - constantly within a year;
• Spot checks of the quality of prepared authorized bodies (organizations) state examination (hereinafter - expert opinion) - no more than one month;
• Verification of information provided by individuals and legal entities, government bodies and local authorities, to document containing information on violations of legislation of the Russian Federation in the field of state expertise in the implementation of delegated powers (hereinafter - the treatment of persons on the violations of the law), as well as other information , supporting documents and other evidence, that there is evidence of such violations (hereinafter - the other information on violations) - no more than thirty days;
• Checking performance of regulatory legal acts adopted by state authorities of the Russian Federation concerning issues referred to them in accordance with the "Town Planning Code" of the Russian Federation powers in the field of public examination of projects of territorial planning documents, project documentation and engineering survey results - no more than one month.
