Development of Technologies for Monitoring Facilities

In accordance with GOST R 22.1.12-2005, Structured control and monitoring engineering systems of buildings and facilities (SMES) are systems built based on software and hardware complexes for monitoring technological processes and ensuring proper operation of the equipment at potentially hazardous facilities, in buildings and facilities, data transfer about their condition via communication channels to duty and dispatching services of these facilities for further processing aimed at assessing, preventing and eliminating destabilizing factors in real time, as well as for incidents and emergency data transfer, including those caused by terrorist acts, to Integrated Dispatching Centers of a city or an area.

Engineering Center GOChS "BASIS" is a developer of monitoring technologies for facilities to-be-equipped with SMES. In 2009, the software and hardware complex designed by Engineering Center "BASIS" was declared the winner of the open competition "Software and technical complex for monitoring, data communication amd applied problems solution for Crisis Management Centers, duty and dispatch services of federal, regional, municipal and facility levels of on-site emergency management" organized by Ministry of Emergencies of Russia.

Software abd Hardware Complex SMES/BSCS provides solution to the following problems:

  • Automatic real-time monitoring of:
    • technological systems and engineering support facilities;
    • changes in substrate conditions, structures of buildings and facilities, engineering facilities protection, hazardous natural processes and phenomena;
  • Periodic monitoring of buildings foundations, structures of buildings and facilities, engineering facilities protection, natural hazardous processes;
  • Control and communication of emergency services with the staff, operational and emergency services during accidents and emergencies management, emergencies, fires, including those caused by acts of terrorism;
  • Real-time transfer of reports about incidents, accidents and emergencies to emergency control centers of crisis situations management centers, duty and dispatching services of federal, regional and municipal levels, of emergency management.
