What I would like to say at the beginning. The current stage of Russia's development, it differs in many components, but it is quite obvious that it is also characterized by the implementation of large national development projects associated with the creation of many high-tech new facilities with intensive operation of the existing industrial complex - in the energy sector, in transport, in the housing and communal services. in other areas.

Without a doubt, this also creates additional risks of industrial accidents and emergencies. Our task, the task of the state is to protect the population, citizens of our country, the territory of the Russian Federation from such manifestations.

We understand perfectly well, we are aware that it is the failure to comply with the requirements of technical and industrial safety that leads exactly to man-made manifestations of a negative nature, to accidents or emergencies.

Today we will analyze the regulatory framework on the basis of which this work is carried out at all levels - at the federal, regional and municipal levels. Based on this analysis, we will draw a conclusion and should propose such rules for working in this area in order to minimize the arising risks of a technogenic nature.
